What is Irembo?
Irembo is a Government to Citizen e-Service portal, which facilitates the citizen to submit the application and make the payment for various services.
This is a joint project by Government of Rwanda and Rwanda Development Board.
It is a web based application for every citizen and business(es) in Rwanda to access all government e-services.

A person who want to submit an application has to register them self in Irembo first. Alternatively the application can also be submitted through a franchisee of Irembo.
Applicant has to apply the service after reading the information provided.
- The application form will be rendered, displayed in the website.
- Fill all the mandatory fields.
- Upload the required attachments.
- Make the payment using either online/offline option by following the instructions given in the screen.
- On successful payment, a notification will be send to given mobile number or email.
- The submitted application will be processed at the respective agency.
- The status of the application will be notified to the applicant by Irembo.
Birth certificate service allows Rwandans to apply for a Birth certificate.
It can be used as one of the supporting documents for applying services like driving license, school admission, etc.
Birth record service allows Rwandans to apply for a Birth record certificate.
It can be used as one of the supporting documents for applying of services like Visa, Passport, etc.
Trading License service allows any person who owns a profit oriented business in Rwanda to apply for a trading license.
National ID holders seeking Provisional Driving License can register for the theory test.
The purpose of the theory test is to test the person's knowledge on the rules and regulations of the road, traffic signs and signals through written test.
Applicants can register for the Driving License practical test using this service.
The purpose of the practical test is to evaluate a person's ability to drive a motor vehicle.
Applicants can register for the Driving License Practical test (Supplementary) using this service.
The purpose of this registration is to upgrade from the current driving license. Before registering for the Supplementary Driving test you must possess a Definitive Driving license.
Criminal Record Clearance Certificate is an official document issued by National Public Prosecution Authority (NPPA).
This certificate can be used for applying new jobs, registering companies, requesting visa and other reasons.
On Irembo payment(s) can be issued in 2 different ways. Online and Offline.
Online payment can be done over the internet via Payment gateway using MasterCard or Visa Card.
Offline payment is done manually through one of the following ways; a) Airtel Money, b) MTN Mobile Money, c) TIGO Cash, d) Bank of Kigali YACU, e) Bank of Kigali Branches.
For Both methods (Online/Offline) payment(s) are carried out using the "Billing Number" which is provided by Irembo. All payment(s) must be made before the payment expiry date. Application will only be registered after the full payment is successfully completed.
Processing time is the number of business-working days within which the application for the service has to be fulfilled. It is the time between the successful submission of an application for the service by user, and the response of completing the request from Government authority providing the service. The processing time starts from the next day the application has been submitted.
Irembo will send the notifications either via Email or SMS as per preference requested by the user. Notifications are sent to the user throughout the processing period, when the application is submitted to the agency; whenever agency officer approves/rejects/request for resubmission; as well as pending payment(s) reminder.
Attachments are documents required to support the approval of the application. In each service there is an Attachment tab whereby the user can upload the required document to Irembo by clicking on the upload button. A helper text and sample attachment is provided for reference. The file types supported are PDF, JPG and PNG. The maximum total file size per attachment is 5 MB. The uploaded documents are verified by the agency officer and/or forwarded to the respective agency for processing.

This service is ONLY applied for at traffic police HQ. The Police officer will apply for the applicant once his request is approved by traffic and road safety commissioner.

There are two services on the platform at the moment;
a) Transfer of Land Title (Voluntary Sale) and
b) Land Subdivision
Transfer of Land Title (Voluntary Sale) takes 7 days

At the moment it is only Transfer of Land Title based on Voluntary Sale that is supported on the platform. Other types of Land Transfers will be on the platform in the near future.
Only the rightful owner (the Seller) can initiate the transfer, not the buyer. If the land owner does not have an account on IREMBO, agents spread across the country are available to help.
This is a map that shows the boundaries and ownership of land parcels.
After a land surveyor has done the demarcations of the land showing new boundaries, separate Cadastral Plans (same as the number of subdivisions) are drafted and signed by the District Land Administrator.

- Bill ID not found
When Bill is not found, you go to www.irembo.rw and on the homepage click on “ search application”, enter the bill ID and the captions then click on search. The information about the application will be displayed and click on “make payment” another page will appear and select the mode of payment you wish to pay with.
- Bill ID has expired
When the Bill ID has expired, it means that 24 hours have passed without payment, You have to apply again.
- Bill ID doesn’t exist
This means that you are trying to pay that Bill ID using a wrong mode of payment . To change the mode of payment (Cfr BILL ID not found)
- Quota is full
This means that the allocated number of applications in that specific District is completely used.
- Internal system down, please try again after some time.
This means that there was an error while applying. Kindly refresh the page and apply again.
- How does one go about the error “Your application is currently being processed” when applying for any of the land services?
Such errors are triggered right after attaching the required documents and there is an interruption in the network or a power cut before the bill number has been generated. All other attempts to re-apply will throw that error.
What can be done is to call the Call Center on 9099 and explain the issue and provide the National ID of the applicant (Land Owner’s National ID). In cases where it is a company applying for the service, the TIN would be required.
- What does one do when on UPI retrieval, an error “The system cannot retrieve the information from other systems than Rol.” appears?
Such errors come because of the following reasons
- National ID/TIN/Passport No (or any other applicant identification) is not registered against the UPI
- Applicant has changed the National ID and not updated the same on his/her Land documents at RNRA
- Entering the UPI wrongly
- Entering the NID (or identification details) of a representative and not the rightful owner of the Land (this is in cases of succession of land titles where the successor inherited the land and no ID was registered against the UPI, mainly because the successor was still under age)
If all of the above is checked and the error still persists, it is likely that the UPI itself has some issues. Applicant is advised to visit RNRA and have the UPI examined.
